As far as I know Cox and Kings are the best for European tour. My friends have given good feedback though I have not traveled to Europe. I wish that you go to Mouthshut.com and see reviews. You will find that almost all operators have instances of bad management during the tour and unexpected detours. But all in all i find Cox and kings to be the one which commits least mistakes.
Having said that you should book it through their main offices and NOT Franchisees. Franchisees sometimes take us for a ride. Do make enquirees and find out feedback regarding tour managers which is available in review websites.
