Corrupt politicians and officers have middlemen/ touts/ agents to go in between and settle the deals. They are either self- employed or they work for the corrupt bosses/organizations/ suppliers/ contractors etc. etc. It is difficult to eradicate corruption. Government/ PSE/Bank officers are generally corrupt. Exceptions could be there. PSE chief appointments are backed by give and take. Receivers are the mantriji-s through middlemen. Giver need not be the immediate beneficary. He could be somebody else who is investing black money with ulterior motives.
