"Cruise experience"?  How about a leisurely triple-sea-jaunt in the Indian Ocean, the Bay of Bengal and the Arabian Sea all at one go, packed vegetarian picnic lunch plus spiced yogurt drink provided?  Or a glorious sunrise or an even more glorious sunset at sea, the horizon appearing to be flaming all around you, snacks and on-board music and song provided?

No, you need not fork out IRs 25,000 for such an experience. 

If you don't like hotels, agents can arrange a comfortable and rewarding 5-day home-stay.

I have been to 33+ countries and I dont think Rs.25000/- for a 5 day trip is a raw deal. Maldives has the same things to offer as the Lakshadweep and there a room comparable to that provided by the ship to Lakshadweep costs over Rs.7000/- a night per couple, (Look up tripadvisor) which is about Rs.3500/- per head. This works out to Rs.14000/- per head for 4 nights. If you hire a taxi for 5 days it will be Rs.2000/- per day per couple which works out to Rs.5000/- for 5 days per head. Then they give breakfast+2 meals+tea+ welcome drink+ cultural entertainment. Then there is the cruise experience which you cannot normally have. 
Another factor to consider is that Lakshadweep packages operate only for 6 months or 150 days of the year with a total capacity of 120 tourists in six days after the monsoons are over. This means their overheads are twice that for tours on land. Thus they have to charge Rs.4000/- per day per head for a room that costs only Rs.2000/-
Thailand is the cheapest place I have been to and they charge 27000-35000 for a 4-day trip and that too if there are two of you. On the other hand if you are travelling alone it will go up to over Rs.40000/- per head whereas you can take the Lakshadweep trip all by yourself for Rs.25000/- per head.
I do Kerala trips also if someone asks me. For a Kerala Trip for 5 days it consts 25000-30000 per couple with one or two star category accommodations. So on the whole a 5-day trip to 3 exotic and pristine coral islands is not a bad deal especially when it is a monopoly. Anyway I can assure you it is an experience so unique that I have gone there thrice and might  go again.

At those prices, far better deals are available elsewhere.  Just look around, surf the Internet, talk to friends and colleagues, talk to fellow-alumni, talk to travel-minded, tourism-oriented folk who have had experience.  Monopolists exploit everyone, especially customers.  "Fleece the tourits" is their catch-word.  Give them and their Lakshadweep a wide berth.  Opt for a home-stay with some islanders at minimum cost, free food, healthy adventures.  Just help out with some of the housework, if you wish.  Leave some little mementos from your own place of origin.  You won't be swindled.  Learn basics in their language first.

It is a monopoly operated by the central govt and so no competition. So they fix the price and that is that.
I dont think it is so costly.
25000/- for 5 days means 5 days room rent, all meals, conveyance by ship to 3 islands and back which is just under 1000 km, safety personal with you when you frolic around in the sea, people to help you embark and disembark etc. If you were to do this on your own it would have cost you more.
